So is that the view outside your house then? Is it through a window or do you have the camera outside? And if outside how does it hold up to the elements?
An alternative to IE to access the video stream -using your camera as an example- is to open your URL this way:
http://pilotguy.gotdns.com:6553/img/video.asf
from Media Player Classic (with a very good frame rate result) or Windows Media Player (using this last player gives you just a poor one frame every 5 or 10 seconds).
Depending on the camera's firmware version, you can also use VLC media player (it works only with old firmware versions, don't remember which ones) It is possible as well to see the video using FireFox browser previous installation of IE Tab ad on.
